ɞ and ɔ̈ are the same?

I don't about anyone else, but to me [ɞ] and [ɔ̈] are not the same. [ɔ̈] would represent a phone somewhere in between [ɞ] and [ɔ]. If [ɞ] and [ɔ̈] were the same phone, what would be the purpose of diacritics?

<ɞ> is a fairly new symbol, so works that are a little older tended to represent that sound with <ɔ̈>. It just seems a bit like OR to me, which I thought was a no-no here.
