Switzerland???

I question why Switzerland is in this list. True, Switzerland has no Prime Minister. But the President and the Cabinet are elected by, and are responsible to, the legislature. That seems to me to be more like a parliamentary system than a congressional one. David Cannon 11:36, 23 Apr 2004 (UTC)

The same is true of South Africa - the President is elected by, and responsible to, the Parliament. There is no Prime MInister; the President is both Head of State and Head of Government. The difference lies in the focus, beside that it's purely sophistry. I was about to correct and expand this article, when I figured that it's rather stupid to have two different articles for what virtually is synonymous concepts.

Thus I've made this article into a redirect. /Tuomas 08:40, 12 Jun 2004 (UTC)
